Situation analysis
The first stage in the PCD for Vietnamese conditions is to analyse the current situation. Three steps are necessary: a workshop to analyse the stakeholders and the curriculum standard, a TNA, and the development of a monitoring system.

Stakeholder analysis and curriculum standard
This workshop is the first activity of the PCD. It aims at lying out the foundations of the PCD process and initiate the analysis of the situation.
Activity: 2 days workshop with1-2 facilitators
Objectives of the workshop:

Monitoring systems
Two monitoring systems have to be developed: one for the PCD process and one to monitor the changes in the teaching quality. The monitoring system for the PCD process will ensure that the guiding principles of PCD -stakeholders’ involvement, integration of the TNA results in the curriculum development, consideration of the knowledge, skills and attitudes needed by the graduates, constant revising and improving of the curriculawere taking into account. The monitoring system for the teaching quality will address the teacher’s performance, the students’ performance and the impact of the training in order to record the qualitative changes in the teaching outcomes.

Objectives:

Training Needs Assessment (TNA)
In order to have an effective education system, it is necessary to define what “product” should come out of it. The product is a graduate who acquired during his/her studies a range of Knowledge, Skills, and Attitudes (KSA). The objectives of the TNA are to define this range of KSA a student needs to acquire.

Activity: a task force carries out a TNA.
